As countries and unions scramble to invest in information security, governments increasingly want to know how large that investment should be, and what the money should be spent on.
This creates a demand among national policy-makers for accurate statistics of online/electronic crime and abuse and the need to be seen to be fighting it. The recent news that the European Commission is taking cyber crime seriously by investing in the European Cybercrime Centre (EC3) is to be applauded. However, is it enough and what will its likely impact be?
